THE ACTIVITIES OF EPPO IN RELATION TO THE IMPROVEMENT AND HARMONIZATION OF HEALTH STANDARDS FOR ORNAMENTAL PLANTS IN THE EUROPEAN AND MEDITERRANEAN REGION

Abstract:
In order to improve the health of plants and plant products moving in international trade (and also to raise the general health standard of ornamental propagation material within the Euro-Mediterranean region), EPPO, the European and Mediterranean Plant Protection Organization, has adopted the concepts of certification and classification schemes from certain Member Governments and has developed them into appropriate schemes which can be operated throughout the countries of the region. To take into consideration the differences in the production techniques of ornamental plants as well as the differences in susceptibility to pathogens of different ornamentals crops, EPPO has introduced two categories of schemes: 1. Schemes for the production of certified pathogen-tested material in which a certificate guarantees the descent from pathogen-free nuclear stock material (individually tested nuclear stock plants) by filiation through a known number of propagation steps. 2. Schemes for the production of classified pathogen-tested material derived from mother stock which is inspected and randomly tested but whose filiation is not necessarily known. The participation of nurseries or other establishments in such schemes demands certain standards of hygiene and documentation. These are outlined in the EPPO Nursery Requirements which themselves provide a certain security by ensuring a healthier environment for the production of ornamental propagation material. The EPPO certification and classification schemes are offered to the Member Governments as recommendations and, as such, are not compulsory. International harmonization in phytosanitary aspects under the impetus of other international bodies might, however, give certification and classification schemes a key function in the international trade of plant products.
