This paper presents the problems of ship-generated waste management in port areas.
The first part contains a classification and characterisation of ship-generated pollution, with a particular focus on waste and cargo residues. Further to that, the legal and documentation aspects of waste management in seaports are discussed, along with the basic principles of rational waste management. The second part of the paper presents a diagram of the waste management model within a port area and analyses each individual stage of the process. The model shown has been prepared relying on data and analysis obtained from selected seaports and inland ports that enabled the identification of key waste management stages and mechanisms and pointed to differences in activities carried out in port areas arising from organisational, legal, environmental and technical aspects. Expert methods have also been used to develop the concept for the model, allowing to identify the rational waste management directions in the area of the selected port. The goal of the paper is to prepare a concept for a model of waste management in a port area. This model can be used as a basis to develop relevant logistics chains for waste and cargo residues within ports having different numbers and sizes of terminals, covering both the places where all kinds of pollution arise and the places where the pollution is neutralised. The universal character of the model will allow it to be widely used, and the implementation of its stages and working rules into port practice will ensure proper control over the waste management process as a whole. It will be a natural consequence of employing this model that measures will be implemented, which should be anticipatory, in order to mitigate the risk of adverse events arising from poor waste and cargo residues management practices. |
