Wargaming Method for Urban Crisis Emergency Decision Drill

Abstract:

Due to the shortcomings of traditional emergency decision drill mode for urban crisis, such as patterned scripts, sophisticated preparation and high cost, a novel drill mode based on wargaming was proposed. The key technologies, including the elements, architecture and flow control of the system were analyzed and explained combined with an example. The wargaming based drill mode provided a flexible platform. It can train the players decision-making ability profoundly in case of crisis, and can quantitatively evaluate the drill effect. Moreover, this drill mode can save a lot of money, labor hours and resources.
