Financial and economic stimulation of the sustainable development of processing enterprises in wartime and postwar conditions


Introduction. In war or post-war conditions the speed of recovery of Ukraine's economy will depend both on the scale of attracting financial resources and on the effectiveness of their development, in particular to ensure rational and comprehensive use of existing natural resources and production potential in order to organize and accelerate the process of creating new added values in the context of compliance with national priorities of sustainable development until 2030.
Problem Statement. The sphere of financial and economic stimulation of sustainable development of processing enterprises in Ukraine in war and post-war conditions.
Purpose. To define priorities and justify proposals for the formation of a set of effective tools for financial and economic stimulation of the sustainable development of processing enterprises which use local natural raw materials, taking into account their industry specifics in wartime or postwar conditions.
Methods. The methods of monographic analysis, comparison and analogies, tabular and graphic analysis, and economic synthesis are used.
Results. It is proposed to use a set of tools of fiscal, financial and credit, budgetary, customs, institutional and legal stimulation in a differentiated way to ensure favorable conditions for all participants of ecosystems related to the sphere of processing of natural raw materials, with the aim of expanding production based on the creation of new chains of added values, which will make it possible to obtain an additional synergistic effect at the local, regional and national levels. Currently, there is no universal toolkit for financial and economic stimulation of the development of industries with the advanced processing of natural resources, which can be used in all branches of the processing industry and energy. For certain branches of the economy, in particular bioenergy, it is advisable to develop specific tools for stimulating accelerated growth. Stimulating the enhancement of added value chains should be implemented taking into account national priorities, which cover all 17 Sustainable Development Goals until 2030. This will help to rebuild, modernize and create new processing industries that will meet the principles of energy efficiency, eco-safety, resource efficiency, accessibility for consumers, etc.
Conclusions. Ukraine in war and post-war conditions must protect its interests as much as possible and create favorable conditions for the expansion of activities and sustainable development of its own processing enterprises in all strategic sectors of the economy, in order to maximize socio-ecological and economic effects of attracting external and internal financial resources, which will also help significantly accelerate the process of European integration.
