Merchants and honorary citizens in the Zemstvo governance (based on the materials of the Vyatka Province)

Abstract

The purpose of the article is to analyze the participation of merchants and honorary citizens in Vyatka Province Zemstvo in 1867—1916. The author concludes that representatives of well-known business families were regularly present at zemstvo assemblies. Their representation in individual provincial assemblies over the years reached 40%. Merchants and honorary citizens showed less interest in working in the board of the zemstvo assembly. The author states that the unwillingness to be distracted by duties that require a sufficiently large amount of time and travel around the province was one of the possible reasons for this. In the 1890s, legislative restrictions also became a deterrent. Some representatives of merchant families made a choice in favor of social activities and achieved a successful career. The author calls cooperation in the field of charity one of the effective forms of participation of merchants in the work of provincial administrative assemblies. Those assemblies called zemstvo opened schools, hospitals, libraries with donations from merchants and honorary citizens. The author also notes that local zemstvo used the business opportunities of merchants in the form of loans, large purchases, etc.
