This paper shows the property and the process of the formation of the building confirmation system of the Building Standard Law. The building restrict,ion of the law is based on article 29 of the Constitution. Building officials have no discretionary powers for the building confirmation. When the building confirmation system was established, under the occurrence of many building disasters, Japanese government considered the methods to safeguard buildings and to maintain the organizations of the building departments of local governments. Structural calculation was obligated for steel buildings and reinforced concrete buildings and not for ordinary wooden houses.
