The local resource conservation program for rural areas was currently established and is going to start from the fiscal year of 2007. In this research, we analyzed the effectiveness of the labor contribution by the non-farmers to the sustainable agricultural development applying the ASMAP (Agent-based Simulation Model for Agricultural Planning). The study area we chose is the Kitano district, Takashu town, in Hokkaido.
As the result, we made clear that the cooperation between the farmers and non-farmers must be effective on the farm land management in part, and that a kind of assistance by the local government will be indispensable to keep the agricultural income of the farmers at higher level.
