A gigantic earthquake hit the Northeast of Japan on 11 March 2011. At the disaster area, the elderly and disabled who are living in the temporary housing complexes have been living with much stress. The stress comes from the living environment which is not suitable for them. We had studied how to improve their dwelling environment and reviewed the planning of the existing temporary housing complexes. And we examined the temporary housing complex plans in Oyama city. The case study revealed the important in elements required in planning. The results are useful not only Oyama city, but also other areas.
