In this Paper, it is pointed out that the impact of in-flow control is not reached to the lower bottle-neck link in case that several bottle-neck links are on the network. In-flow control model considering point-queue at bottle-neck links is developed. This practical model adopts the liner programming with constraints which are essential for actual operations. The model is applied for the urban motorway network in Tokyo with real traffic data.
