In this research, city formation process with an electric tramway network is verified, and it aims to apply the knowledge into future city planning, city institution maintenance, and a public measure. After investigating the construction circumstances of an electric tramway network and city development from historical records, it analyzed about city activity from the trend of location of typical urban facilities. Furthermore, it was considered that the station space affected city formation from the point of space use and urban landscape at four stations in Gifu city. As a conclusion, it turned out that the electric tramway network was organically connected with the city development and produced urban cultural environment and supported several city activities in modern Gifu city.
