The express delivery services have been rapidly growing for recent 20 years. As a result of it, these services are considered a main system of small freight transportations. As one of the problem of this service system, the ineffective transportations of a local area are recently indicated. However, an analysis concerned in express delivery of a local area is hardly studied until now, a plan which could solve these problems stated the above has never been proposed. So, this paper proposed that a cost minimization model of express delivery systems which are related to collection of freight in a region. In addition to it, this paper was studied a transportation system considered a quantity of commodities by applying this model to a supposed region and was confirmed that this model was effective by applying to Miyagi prefecture.
