The 2030 Agenda for Sustainable Development stipulating SDGs (Sustainable Development Goals) with the target year of 2030 was adopted in the summit of the United Nations on September in 2015. The Agenda is holding out the ideal of “No one will be left behind” and aiming at realizing inclusive society through SDGs. Many parties in the world have been making efforts to consider gender perspective in development projects however gender equality has been a long way from its sufficient achievement at this moment. Realization of gender equality and furthermore diversity & inclusion is considered to be indispensable to maximize impact of development program. Therefore, authors have a view that consideration of gender perspective in practice of development program becomes essential. In this paper we carried out social survey in Cambodia to obtain information necessary to consider gender perspective. As a result, it is found that compositive surveys in multiple ways bring about meaningful perspectives to consider needed for development procedure such as perceptional gender gap, various gender related issues and so on. In addition, we study on how to reflect it on development program and program management framework.
