Energy efficiency of buildings has been generally evaluated in terms of carbon dioxide emissions and primary energy consumption. These indicators are incapable of take into account how much service is provided by using an amount of energy. This research proposes an indicator, "energy efficiency", defined as the ratio of service to energy consumption. The service is given by the number of occupants multiplied by hours the occupants spend in buildings. This paper explains the methodology of developing the indicator.
