The concept of ODE and the corresponding system were presented in 1991. The new concept of NODE were generated in order to make wide area collaboration since the network technologies produced by Internet propagation were applied to the past system. In this paper, the concept of NODE is explained, and the design technique and the merit of the system are reported, which are adopted in the actural project of bridge basic design as a case study of the bridge environmental design.
