The Role of Broadband Learning Center (BLC) in Elevating Career Woman Technological Capabilities: Study in Wonorejo, Surabaya

ABSTRACT

Development of science and technology encouraging the educational system to make use of it. In this case improving the quality of education is an absolute. Information and communication technology is not exclusive for some people, it must be reachable by all society. Surabaya Government provides Broadband Learning Center (BLC) program so that all citizens in Surabaya can improve their knowledge in computer technology and internet. The purpose of this study is to explain the role of BLC, Wonorejo in improving the career woman capability of technology utilization. BLC in Surabaya is one of the e-learning based development program. BLC is accessible to the general public for free and excellent service. One of the most active service users using BLC services is career women. The existence of technological developments requires that career women have new skills in using information technology. BLC Wonorejo is one of the most visited BLC visited by career women. Many benefits are received especially in improving their careers. This study used qualitative research methods. The research approach is a case study at BLC Wonorejo Rungkut. The results and discussion of this research is BLC as one of e-learning service that provides educational facilities to the public regarding information and technology (IT) by utilizing internet and computer network. BLC Wonorejo has excellence in its service to career women than any other BLC. The women's career response to the instructor creativity as well as convenient facilities keeps users active in BLC training, including office administration, digital marketing, and graphic design work. In conclusion, BLC Wonorejo as one of the e-learning services has contributed to improve the career of women, so that the economic development of Surabaya city can also increase.
