This paper deals with consultation system in urbanized promotion area in Zushi City. The trial of Zushi City is based on the ordinance established in 1992. In this ordinance, strict standard green conservation is provided with mesh data based on environmental assessment system, and local authority makes use of negotiation with developers for conservation of green space. From the analysis we found that the system has a little effect on conservation of valuable green Land. Therefore we need physical master plan of green land and comprehensive impact assessment.
