Urban public transport plan of Region Ile de France in France was investigated. Investigation contents are as below; (1) Planning strategy of urban public transport plan which related Loi d'orientation des transports interieurs (LOTI) and Schema Directeur (SD). (2) Concerned ratio of each organization at each step planning of urban public transport plan. (3) Changing project record of virtual circle-line railway planning. This investigation's consequence were supported by actual research for a month in France.
