After 1980's in China, many development firms of non public sector are produced from the reform of land rules. Due to the growing vital development activities, many historical cities are rapidly changing their traditional city form. Therefore new urban planning system is urgently require to set up an integrated way for conservation and development. This study aims firstly to analyze the problems of urban deformation caused by the lack of adequate planning control systems, and secondly to find out the way to establish new systems through the case study on Suzhou City.
