THERE ARE UNEVEN DISTRIBUTION OF OWEMERSHIP IN KOREA. KOREAN GOVERNMENT HAS INTRODUCED URBAN RESIDENTIAL LAND CEILING ACT, IN ORDER TO ACHIEVE THE DISTRIBUTION OF BALANCED OWEMERSHIP BY RESTRICTING OVERPOSSESSION OF HOUSING LOTS. IT MAY REDISTRIBUTE OWERNERSHIP OF RESIDENTIAL LAND, BECAUSE THE ACT OVERBURDENS THE EXCESSIVE LAND OWERNERS. HOWEVER, IT MAY INCUR THE UNINTENDED IMPACTS AS THE SUBDIVISION OF HOUSING LOTS AND REDUCTION OF HOUSING SUPPLY. THIS PAPER AIMS TO STUDY IMPACTS CAUSED BY URBAN RESIDENTIAL LAND CEILING ACT, METHODS TO CONNECT THE HOUSING ACQUIREMENT OF THE MIDDLE CLASSES. ULTIMATELY, THIS PAPER CAN BE REGARDED AS AN INTERIM REPORT ON OUTCOMES OF A SERIES OF RESEARCHES WHICH AIM TO PROPOSE THE PLANNING METHOD BEING SUITABLE TO AN ADVANCED SOCIETY.
