"Houses in which people receive welfare services", are the residential environment that gives a solution to the aging society. Meanwhile, the citizens' movements to prepare for their own older ages have become active. From the two viewpoints given above, meals on wheels for the elderly are dealt with and the follwings are surveyed. 1.The services in Tokyo Metropolis. 2.The present condition of facilities in Setagaya-ward, as an active example. 3.The"improvement of a facility through the conflicts between a local facility managing committee and the volunteer group "Fukinoto".
