In 1929 the Nationalist Government decided the Greater Shanghai Plan which schemed to construct new civic center and commertial harbor to the north of foreign settlements in order to deprive the prosperity of them. In 1938 the Japanese occupation army decided to take over and advance the plan. The Ministry of Home Affairs dispatched the planning staffs to Shanghai for seven months. The characters of the revised plan were as follows: 1) industrial harbor and district by digging down the Woosung Creek, 2) establishment of public corporation for urban development and planning control.
