Based on the concept of person-to-person communication, we focused on the behavior of humans in a given space within a period of time (resting action) and correlated the resting action with space and urban elements in an attempt to establish a strategy for beneficial relationship between resting action and the items investigated in this study.A case study on the Minoshima Area in Fukuoka City was undertaken; conducting field studies, physical quantifications, questionnaires and behavioral observations. From the relationship between categorized space construction and urban-element distribution, a certain organized system was established.On further analysis of critical issues relevant to city construction, a strategic design for resolving plaguing issues in public space was proposed. By correlating action/behavior with space and urban elements in public space, the established relationships would facilitate a common image between the residents (or the space users) and the designers to eventually synchronize with the planning progress to realize said strategy.
