I work in a large organisation. A common complaint from the "outposts" is that initiatives are "designed by the centre and imposed on us". As someone who works at "the centre", this is not how I see it. Is such "tension" inevitable? Or am I (presumably like my central colleagues) just insensitive to my fellow men? (Don't answer that!)
