Abstract

Mrs Thatcher's 1972 White Paper Education: A Framework for Expansion has a curious omission. While it dealt with the structure and funding of other areas of education, it made no mention of the further education of 16–19 year olds. Mrs. Williams's recent Green Paper Education in Schools follows suit, containing only passing references to the FE sector. Most curious of all, the Department of Industry's new discussion paper Industry, Education, and Management, bound (perhaps for the sake of variety) in a startling orange cover, has a chapter on the influence of the education system which leaps straight from the schools to higher education.
