Effets et évolution des instruments d'action publique participatifs : le cas de la Régie de l'énergie1

Abstract

This article looks at the evolution of the Régie de l'énergie du Québec's participatory tools and analyzes, through semi-structured interviews with key actors, the operation and effects of these tools. Guided by the policy-tools approach developed by Pierre Lascoumes and Patrick Le Galès, the study shows that the Régie de l'énergie's participatory tools are both robust and malleable, and that they have developed, as a result of both their own effects and the strategies of actors, an increasingly confined, regulated form of governance that follows its own logic.

Résumé

Cet article propose un bilan de l'expérience des instruments participatifs de la Régie de l'énergie du Québec et rend compte, à travers l'analyse d'entretiens semi-directifs menés auprès d'un échantillon des principaux acteurs, du fonctionnement et des effets de ces instruments. Adoptant l'approche par les instruments d'action publique mise de l'avant par Pierre Lascoumes et Patrick Le Galès, cette étude montre comment s'articulent la robustesse et la plasticité des instruments participatifs de la Régie de l'énergie et comment la transformation de ceux-ci au cours des ans a favorisé une gouvernance régulée de plus en plus confinée et suivi une trajectoire qui leur est propre, fruit tant des effets des instruments que des stratégies des acteurs.
