As a result of the NHS (Primary Care) Act 1997, over 80 ‘first wave’ pilot schemes, designed to test different models for the provision of Personal Medical Services (NHSE 1998) have been set up. These schemes, once called primary care act pilot sites (PCAPS), promote flexible work and practice arrangements.
