国外典型电力市场交易结算机制及对中国的启示

摘要:

目前中国单一买方模式下与合同电量有关的偏差电量处理已成为交易结算中的一个难题。随着国内电力市场深化改革的启动,通过市场交易的电量比例不断增大、交易主体更加多元化,交易的品种和交易周期更加多样,这些又对电力市场的交易结算提出了更高要求,而目前缺乏有效的市场工具解决这些问题。为此,文中选取世界上3个代表性电力市场:英国、美国德州及北欧电力市场的交易结算机制进行对比分析,总结了3个市场中不平衡电量的结算方法及特点,并给出了针对中国电力市场不同阶段偏差电量结算机制的建议。

Abstract:

Currently, the electric energy imbalance between the contract energy and the billed energy in the Chinese electricity pool mode has become a challenge to the settlement procedure. With the launch of deepening reform in the Chinese electric sector, the following issues are cropping up increasing large consumer direct electricity purchase, the ever-rising quantity of electricity retail companies and renewable generation cross-regional trade, and gradually opening of spot market. All these make more and more market participants appear, and transaction types more abundant, trade period more flexible, and market structure more complicated, proposing higher requirements on power market transaction and settlement. But this is exactly what is lacking in the present Chinese power market. So, this paper takes three typical foreign power markets, i. e. British power market, Texas power market and Nordic power market to analyze and compare their transaction and settlement mechanisms. The imbalance energy settlement methods and the characteristics of three markets are summarized. Some suggestions are made for Chinese electricity market settlement mechanism to draw on at different stages.
