鑒於「能力管理」(competency management)此一議題,在近年來吸引來自世界各國政府、企業及志願部門的人力資源專家、主管人員、企業執行長、顧問、學者等人的關注。顯示以「能力」(competency)概念的應用不僅遍及全球,更深入影響著公、私部門的人力資源管理活動。 本文從探討核心能力(core competency)的理論內涵爲開端,進而選擇加拿大聯邦政府建構中高階文官核心能力過程、現況及其應用進行分析,期望從加拿大聯邦政府的發展經驗中,歸納出未來發展公部門中高階文官核心能力政策之啓示。
In recent years, competency management issue has attracted human resources specialists, chief executives, consultants and academics representing the private, public and voluntary sectors from all over the world. It appears the utilization of competency concept not only spreads over the global, but also influences human resource management activities in public or private sectors. Investigation for the theoretical contents of the core competency initiates this study. Analysis of developing middle and high-level civil servant core competency processes, the current status and the corresponding applications in Canadian federal government is followed. It is anticipated that the inspiration of developing middle and high-level civil servant of core competency policy in the public sector will be induced and proposed from the experience of Canadian federal government.
