In the era of high-rate information flows, industries and businesses all rack their brains to utilize information technology to improve corporate physique, so as to adapt to fast change of the market; to increase administrative efficiency and accommodate the citizens, the Government also strives toward a complete e-government, where network management of administration plans is one of the major tasks. As the agency responsible for planning and promoting the management system for government plans, the Research, Development and Evaluation Commission of the Executive Yuan started incubating the system in 1996, developed and completed the first edition of the computerized operation system in 2000, and, after continuous improvement, successfully developed the whole-course network operation system for plan management in 2005; the Commission further encouraged all agencies subordinate to the Executive Yuan to implement full-scaled network operations, and used network auditing techniques to urge the agencies to carry out self-management; the Commission also separately established the knowledge management system for government administration plans under this main framework, and integrated the originally scattered plan management data as knowledge-based information, in order to further support decision making. The authors have been fortunate to participate in this egovernment project, and thus would like to take advantage of this paper to first discuss the establishment progress, issues and disputes, and current status of the management information system for government administration plans, and then gradually introduce the network operation model of the system; finally a conclusion will be made regarding future development directions of network management mechanism of government plans.
