影響綠色醫院員工採取環保行為意願之研究

摘要


摘要 綠色醫院是指營造一個兼具生態、節能、環保與健康概念的醫院。本研究經綠色醫院文獻蒐集結果發現,綠色醫院的概念也與穩態經濟的原理吻合,非建立在人與人的思維,而是人與環境、生態的連結,都是將既有的資源提升產出更佳效率降低能源損耗,並降低廢棄物數量或者再加以利用,所以導入綠建築與綠色醫院不僅能夠提升節能省碳的效率,更能夠有效降低生產過程中的排放與廢棄物。綠色醫院將是未來醫院發展趨勢,就營運績效面,目前由於醫院的大部分收入來自健保,但是健保的虧損逐年攀升,各家醫院無不想盡辦法降低支出,此舉不但能降低醫院能源費用支出,也符合國際目前對於能源是用政策與節能趨勢,有助於提升醫院整體形象。但是,國內目前各家醫院仍停留在更新更換設備作為降低能源損耗的方法,進行建置新型能效值較佳的設備,雖然提升效能但是因為對於人員的宣導與教育甚為不足,也缺乏對院內人員的溝通,往往產生了好的設備卻無法達到良好的運作機制及技術。因此,以目前醫院若要使設備達到經濟能效,應該針對於醫院進行各項提升環保及能效的教育宣導活動,而且可以執行政策人員進行環保意識的宣導及教育,並建立起各項指標,以利醫院在執行實有其項目及標準可為依據,因此本研究目的為建構適合台灣醫院發展綠色醫院的指標,以及提出可供解釋綠色醫院院內人員採取環保行為意願的模式,並分析那些因素會影響醫院員工採取環保行為的意願。 本研究調查了北中南地區各一間綠色醫院,獲得220份有效問卷。結果發現:本研究所建構的十一項綠色醫院指標確實適合作為評估與發展綠色醫院的指標,受訪者認為增購綠色設備、加強教育訓練與宣導是目前醫院應加強的項目。政府法令的專注性與持續的補助方案、建立專責輔導單位及加強醫院內部綠色永續教育訓練是目前綠色醫院發展的最大困難,受訪者在心理變項上的得分很高。 在指標上水資源、空氣品質與廢棄物管理是受訪者認為環境管理類表現較佳的指標,環境教育類指標表現仍有待加強的部分。在綠色醫院環保行為意願模式能契合綠色醫院員工的想法與行為方面,態度、主觀規範及知覺行為控制會正向顯著影響意願。 根據研究結果,本研究提出以下建議: 一、 建議政府建立權責統一的綠色醫院推動單位。 二、 建議政府盡快落實綠色醫院審查標準。 三、 增強醫院推動綠色醫院的誘因。 四、 提供綠色醫院專屬教育課程與訓練。 關鍵詞:綠色醫院、計畫行為理論、環保行為

Abstract Green hospitals are a hospital that combines the concepts of ecology, energy conservation, environmental protection and health. The past studies found through the literature collection of green hospitals that the concept of green hospitals is also consistent with the principle of steady-state economy. It is not based on human-to-human thinking, but on the connection between people and the environment and ecology. Producing better efficiency, reducing energy consumption, and reducing the amount of waste or using it again, the introduction of green buildings and green hospitals can not only improve the efficiency of energy saving and carbon saving, but also effectively reduce emissions and waste in the production process. Green hospitals are the development trend of hospitals in the future. As for the operational performance, most of the hospital's income comes from health insurance, but the health care losses have increased year by year. The hospitals need to reduce their expenditures. This will not only reduce the hospital's energy expenditure. It is also match international current policies and energy conservation trends for energy, which will help improve the overall image of the hospital. However, many hospitals in Taiwan still stay in the process of updating and replacing equipment as a means of reducing energy consumption, and building new equipment with better energy efficiency values. However, there is a lack of communication and education for personnel, and there is also a lack of communication with the staff in the hospital. With good equipment, it is unable to achieve good operational mechanisms and technology. Therefore, if hospitals want to make their equipment economically efficient, they should carry out various environmental protection and energy-saving education promotion activities for hospitals, and they can implement policy-oriented environmental awareness and education, and establish indicators so that the hospital implements the standards. Therefore, the purpose of this study is to construct indicators suitable for the development of green hospitals in Taiwan hospitals, and to explain the willingness of green hospitals to adopt environmental protection behaviors, and to analyze those factors that will affect the willingness of hospital staff to adopt environmental behaviors. The study investigated three green hospitals in Taiwan and received 220 valid responses. The results show that the 11 green hospital indicators constructed in this study are indeed suitable as indicators for the evaluation and development of green hospitals. Respondents believe that the purchase of green equipment and the strengthening of education and training are the projects that the hospital should strengthen. The concentration of government decrees and continuous subsidy programs, the establishment of dedicated counseling units, and the strengthening of green sustainable education within hospitals are the biggest difficulties in the development of green hospitals. Respondents have high score on psychological variables. Water resources, air quality and waste management are indicators that respondents believe that environmental management performance is better. The performance of environmental education indicators still needs to be strengthened. The green hospital's environmental behavior model can match the ideas and behaviors of green hospital employees. Attitude, subjective norms and perceived behavior control will positively influence the willingness. Based on the results of the study, the study proposes the following recommendations: I. It is recommended that the government establish a green hospital promotion unit with unified powers and responsibilities. 2. It is recommended that the government implement the green hospital review standards as soon as possible. 3. Enhance the incentives for hospitals to promote green hospitals. 4.
