國營事業創新經營模式之探討-以自來水公司為例

摘要


國營事業存在的目的是為了配合國家的政策,滿足民生的需求,提供充足、低廉的產品或服務,從而達到穩定社會的政策性任務。隨著所背負的歷史性職責逐漸淡化的同時,企業化、民營化聲浪隨之而起,其目的不外乎想藉由企業化經營模式,改善國營事業無效率經營,希望能為社會帶來更多福祉。 本研究依據Gary Hamel所主張的經營模式及相關文獻的整理與分析,找出具代表性的創新理論構面形成了本研究之架構,同時參考其他國營事業經營模式,比較分析各個案公司差異並彙整其成功經驗,並藉由專家的深度訪談,對於本研究之架構與內涵加以修正、整理與歸納,做出結論與建議,協助自來水公司確立本身之核心競爭力,以研擬創新經營事業之定位、屬性,建構嶄新的營運理念並藉由發展台水核心能耐創造出豐富化與多元化經營型態,藉以改善水公司財務結構,塑造台水競爭優勢。 本研究中,依「產品創新」、「服務創新」、「行銷創新」、「品牌創新」與「組織創新」等創新經營模式進行分析。而在眾多創新中以「產品創新」所論及核心能力之多角化策略的各項延伸性產品與核心技術輸出,最能有效改善台水之經營績效。「服務創新」中所探討的體驗經濟可改善外界對台水負面觀感,藉以提升台水整體形象,同時配合「行銷創新」及「品牌創新」創造台水獲利機制外,亦可藉以提升台水企業價值。而「組織創新」涉及層面複雜,宜從組織內部可接受改變的部門著手進行,成功經驗可以帶動創新改革的動力及組織再造成功的機會。

The original goal of having Public enterprise was to coordinate with the national policy, to satisfy people's demand, to provide sufficient, inexpensive products or services, and thus to achieve its duty of having a stable society. However, as the significance of this historical responsibility gradually decreases, the call for commercialization and privatization becomes stronger, hoping to use the commercialization business model to improve state-run enterprise’s inefficient management and therefore increase well-being of the society. The representative innovation theory of this research was found using the business model which Gary Hamel advocated, along with some related literature and analysis. It also referenced other Public enterprise business model, doing comparative analysis on various companies and putting together their successful experience. Through in-depth interviews with some experts, the structure and content of this research was revised, reorganized, and concluded, helping the Taiwan Water Corporation to establish its core competitiveness and its management position and attribution. By constructing a new business ideal and creating a rich and the multiplex management style, the Taiwan Water Corporation finance structure can be improved, which would allow the Taiwan Water Corporation to gain an advantage in the competition. In this research, innovation business models are analyzed according to their “Product innovation”, “Service innovation”, “Marketing innovation”, “Brand innovation” and “Organization innovation.” Among all these innovations, the multiple-angle strategy in “Product innovation” and its output of each extensible product and core technologies can most effectively improve the management of the water company. The experience economy as discussed in the “Service innovation” may change the negative impression people have on The Taiwan Water Corporation, so as to create a good image for the water company. This, along with “Marketing innovation” and “Brand innovation,” can not only create a profit mechanism but also enhance the value of the enterprise. The level at which the “Organization innovation” is involved with is more complex, and it is more suitable to start with departments within the organization that accept changes. Successful experience may act as the motivation for innovation reform and bring more opportunity for the organization to be successful.
