全面品質管理與卓越經營模式之研究

摘要


本研究主要目的係針對全面品質管理(Total Quality Management,TQM)與卓越經營模式(Business Excellence Model,BEM)進行探討。全面品質管理與卓越經營模式是企業最常使用的管理方法,尤其是在1980 年至2000 年間。然而,近十年,該項管理方法似乎已日漸失去它的吸引力。為了進一步驗證可能發生的原因,本研究將透過兩個部分進行來說明,首先針對全面品質管理與卓越經營模式之相關文獻進行回顧,嘗試藉由該領域學術研究的發展趨勢,瞭解目前的現況以缺乏性;藉由上述研究結果可發現全面品質管理與卓越經營模式涵蓋面愈來愈廣,也愈趨成熟的階段,如何建構一套完整的TQM 與BE 管理體系與架構是一項新的挑戰與變革關鍵。基於此,本研究嘗試發展一套新的卓越經營模式,試圖將企業內部既有的管理工具與管理技術整合,並融入組織文化與特質的培養於卓越經營架構中,使企業能依循此模式實施有效的管理,進而達到卓越經營的目標。最後,本研究透過案例來展示新的卓越經營模式的運作。上述各項分析結果在本文中有更進一步的闡述。

The purpose of this study is to conduct a study of Total Quality Management (TQM) and Business Excellence Models (BEMs). TQM and BEM were two of the most popular management approaches used by enterprises in 1980-2000. However, they seem to have lost their attractiveness in the last decade. In order to investigate the reasons, first of all, a review of the previous literature on TQM and BEM is conducted in this study to diagnose their current status, deficiencies and limitations. In light of the research finding from the first part of this study, a new overall BEM is then developed in response to the deficiencies and the limitations. The new model proposed in this study has a three-dimensional design which includes a ‘BEM’, ‘management tools/techniques’ and ‘organizational culture/characteristics’. The three-dimensional design indicates the integration of a BEM for the functions of guidance/assessment with choosing appropriate management tools and techniques for the functions of planning/operation/improvement and cultivating the right organizational culture/characteristics for the focus of people-centered philosophy in an organization. Finally a case study is conducted in this dissertation to demonstrate how the proposed new overall BEM may work in practical adaptation of existing BEM.
