資訊科技委外 (IT outsourcing)有逐年增加的趨勢。很多組織轉向資訊委外,並試圖在市場中提高他們的競爭力。然而,委外仍然存在很多負面的結果。為了克服這個議題,確認有關IT委外專案的風險是必需的。本研究主要從兩個參與IT委外專案的利益關係者檢測風險因子:客戶與供應商。使用德爾菲法調查風險因子的列表,並依據利益關係者對風險的重要性做排序。除此之外,根據研究結果,比較客戶與供應商之間的相似性與差異性。研究結果指出,客戶與供應商對於風險因子的看法有相似與相異之處。本研究提供客戶與供應商之間代理理論的證據,並且驗證不同的利益關係者對於專案風險會存在不同的觀點。本研究藉由從客戶與供應商中,識別及比較風險認知的差異,並在IT委外專案風險中,提供了一個更廣泛的知識和瞭解。
A trend of information technology (IT) outsourcing has been increasing over the past few years. Many organizations are turning to outsource in an attempt to enhance their competitiveness in the market. Yet, the negative outcomes from outsourcing are still high of the time. To overcome this situation, the identification of risk associated with IT outsourcing project is increasingly important. This study examines the risk factors from two key stakeholders involved in IT outsourcing projects: the client and vendor perspective. A Delphi survey was conducted to produce a rank-order list of risk factors. The results of the survey were subsequently compared to identify similarities and differences between client and vendor. The findings suggested that there are areas of agreement and disagreement between client and vendor perceptions of risk factors. This provides evidence of the agency problem on client-vendor relationship, which proves different stakeholders do have different perceptions regarding project risk. By identifying and comparing the risk perception from client and vendor organization, this study broadens the knowledge on IT outsourcing project risk.
