Government reinvention has been widely practiced in the world. Accordingly, entrepreneurial budgeting has been popularly adopting by many countries. President Chen, Shui- bian was elected last year. On the day he inaugurated, he proposed the “A-Bian Government Reinvention White Book;” and, in this White Book, he obviously indicated the directions of the budget reform. The objectives of this paper include: analyzing the similarities and differences of the budget reform before and after the shift of political power; exploring the problems and feasibility of the budget reform expressed in the “A-Bian Government Reinvention White Book.” Through relevant arguments and analyses, the directions as well as the contents of the budget reform are similar before and after the shift of political power. While, the possible problems of the budget reform in the “A-Bian Government Reinvention White Book” include (1) the dysfunction of the policy-item budgeting; (2) the conflicts of the establishment, the existence/elimination, and the merge of different funds; and (3) the budget review and the budget audit are both placed in the Legislature Yuan. Nonetheless, in general, the budget reform still has its high feasibility. Additionally, the researcher suggests that the functions of the Budget Center in the Legislature Yuan and the expertise of the committee members in reviewing budget can be strengthened; the consensus forecasting as well as the long-term budget planning can be adopted; and the budget presentation user friendliness should be emphasized.
