閒置空間再利用經營策略之研究-以璞石藝術文化館為例

The Study on Reuse of a Vacant Space and Management Strategy-A Case Study of Pu Shi Art and Culture Museum of Hualien County

摘要


閒置空間再利用已為文化部施政重點工作之一,再生的文化空間是否成功,經營策略為非常重要的關鍵,因此本研究選定花蓮縣璞石藝術文化館再利用,探討本個案之經營發展方向以達到永續經營的目標。本文藉由文獻的分析、實地觀察、及深度訪談方式進行研究,探討有關地方文化館的創新、歷史空間利用、地方特色、創造網路平台、有形與無形產品價值及如何以文化創意來提升經濟活動。本研究提出經營策略為:推廣提升地方文化館能見度;落實地方文化特色,並強調社區民眾之參與;加強深化文化人才之培育;館舍自主永續經營機制之建立;創造在地整體「文化生活圈」。此外本研究也提出目前發展的限制條件與解決策略。

Reuse of space has been one of the crucial policies in Ministry of Culture, whether the reused cultural space is successful or not, management strategies play very important key roles. Hence, the purpose of this study is to explore the management strategies that activate and reuse Pu Shi Art and Culture Museum in Hualien. The research methods employed include literature analysis, direct observation and in-depth interviews to investigate the innovation of the local cultural museum, use of space; local features, creating a network platform, the value of tangible and intangible cultural creativity, and how to enhance economic activity. The management strategies based on the research will be concluded as follows (A) promote the visibility of local cultural museums (B) implement the local culture (C) stress the people's participation in community (D) train a person of culture (e) establish a sustainable management system (f) create the whole "cultural living area." In addition, limitations and solution strategies concerning the current development of the museum are also provided.
