地方永續發展與台南社區大學台江分校的在地行動

Local sustainable development and local actions of Tainan Community University Taijiang Branch

摘要


本文嘗試探索全國第一座與廟宇共構的社區大學—台南社區大學台江分校,如何透過結合舊有組織和節慶的創新課程與行動,促進安南區的災害韌性和永續發展?本研究嘗試分析社會組織之間的結合與轉型,特別是傳統廟宇組織,除卻作為地方的信仰中心外,更透過作為社區大學的所在地,恢復教育學習的功能及產生新型態的社會活動,並帶動環境教育與保育行動,達到促進地方永續發展的成效。 本文首先回顧先前研究安南區的文獻,並且搜尋歷史資料庫,界定研究方向,發現社會創新理論有助於彌補目前文獻較偏向於探討安南區之社會科學領域之缺憾,接著以參與式觀察與半結構式訪談來與現有資料對話。參與式觀察部分,選定社區大學之演講或相關活動場域,紀錄現場的氛圍、人與人之間的互動等資訊,並且以半結構式訪談選定關鍵受訪者,輔助本文的研究發問與重點。 最後本研究在訪談的過程中發現社區大學靈活地隨著時代變遷而轉型,其教學緊密扣合安南區傳統的宗教文化體系,但為了因應外來人口的大量移入,也安排符合新興都市中產階級的課程內容,經歷巧妙地轉化,讓劇烈變遷的人口性質能與安南區逐漸增加的環境議題對話,並且催生跨域的山海圳綠道倡議活動,並且透過雜揉傳統與現代的教學,使台江環境運動的參與者增加,並且透過轉化廟宇的空間為倡議場域,使居民的社會資本增加以促進韌性,並且透過持續地學習,因應不確定性愈來愈高的未來。

This article attempts to explore how the Tainan Community University Taijiang Branch, Taiwan’s first community college co-constructed with a temple, can promote disaster resilience and sustainable development in An’nan District through innovative courses and actions that combine old organizations and festivals? This research attempts to analyze the integration and transformation of social organizations, especially traditional temple organizations, which not only serve as local faith centers, but also restore the functions of education and learning and generate new types of social activities through the location of the community university itself to promote environmental education and conservation actions to achieve the effect of accelerating local sustainable development. This article first reviews the previous literature of Annan District, and searches the historical database to define the research direction. It found that social innovation theory helps to make up for the shortcomings of the current literature that tends to explore the social science field of An’nan District. In the participatory observation part, the research selects community university lectures or related event venues, recording the atmosphere, interpersonal interactions and other information on the site, and selects key interviewees by semi-structured interviews to assist the research questions and focus on this article. Finally, in the process of interviews, this research found that community colleges are flexibly transforming with the changes of the times. Their teaching is closely integrated with the traditional religious and cultural system of An’nan District. The content of the course has undergone ingenious transformation, allowing the drastically changing demographic nature to respond to the increasing environmental issues in An’nan District, and spawning the cross-regional Mountain-Ocean Greenway Initiative, and through a blend of traditional and modern teaching, Taijiang participants in the environmental movement have increased, and by transforming the space of the temple into an advocacy field, the social capital of the residents has been increased to promote resilience, and through continuous learning, in response to an highly uncertain future.
