1. A review of the evolution in our cross-Strait policies indicates that a change of the ruling party may result in a swing in mainland policy which may turn an impasse into an expressway. Accordingly, our government needs a comprehensive national security strategy as guidance for national interests.2. In contrast to the goodwill of Beijing, our government has to avoid romantic fantasies and formulate cautious talk strategies. The multifaceted, multi-channel cross-Strait strategy of Beijing may bring about an impact upon the internal political ecology in Taiwan and inevitably result in considerable transformation in negotiation environment for the ruling party in Taipei.3. Taipei needs new thoughts and new ideas for mainland policies so as to handle cross-Strait exchanges and create due international space for Taiwan at the same time.4. Diplomatic policies should be tailored for the various requirements of individual countries; customized aid packages, comprehensive aid packages, and regular operational mode are needed to make friendly states our loyal partners.5. Economic policies should be directed by the strategy of ”cross-Strait linkage for worldwide operations”; the construction of a regional economic institution should follow integrated economic strategy planning; precaution measures should be taken to shed the magnetic effect of the mainland economy.6. In terms of national defense policies, cautions should be taken when dealing with the issue of confidence building measures; mutual understanding should be reached when the two sides phase out obsolete military equipment; military technology should be continuously developed on our own; and, foreign assistance should be utilized to strengthen our physical fighting capabilities.
