欲走還留?-社頭織襪工業生產體系之轉化

How to Stay while You Have to Leave? The Changing Production System of Hosiery Industry in Sheh-tou Country

摘要


台灣織襪工業有明顯的空間分布,主要以彰化縣社頭鄉為大本營;相對於台灣眾多勞力密集型之紡織工業被視為「夕陽工業」而外移與沒落,「社頭織襪工業」在面臨激烈競爭下,卻並未大量外移、消失,反而在社頭鄉形成當地產業特色。本研究主要透過工業地理學的觀點,從生產體系的轉化探討社頭織襪工業「存留」背後之關鍵因素。透過工業地理學之區位理論、產品週期理論及新國際分工理論的回顧與對話,發現工資成本並不足以解釋社頭織襪工業存留之原因。社頭織襪工業面對台灣內部本身生產條件的改變及國際市場的激烈競爭,加上國內產業結構的轉變;透過實察訪問、分析發現社頭織襪工業內部生產體系有所轉化與調整,包括生產體系有升級現象、供應商與市場網絡充足(如訂單來源),而能保有其競爭能力。

This research aims to investigate the changing production system of hosiery industry in Sheh-tou country, Taiwan. The textile firms, which are usually defined as labor-intensive industry, are thought to be approaching the status of ”Sunset Industry”, and will switch their locations to cheap labor heaven where Taiwan no longer belong to. However, most of Taiwan's hosiery firms still stay in Sheh-tou country, a small town in central Taiwan. The phenomena of staying refute the predictions made by conventional theoretical perspectives in industrial geography, such as location theory, product life cycles, and the new international division of labor. It implies the labor factor cannot explain the staying of traditional industry in the relatively costly labor area. In light of production system theory, the research concludes that the major reason for the hosiery industry to stay while it has to leave is the firms readjust their production chains by upgrading their skills, and build up a new customer-supplier relationship locally. In this sense, it is also a new spatial strategy to re-mould competitive advantage.
