臺灣將2019年訂為地方創生元年,並以此政策的執行,作為改善鄉村人口流失,創造就業機會以及提升地方經濟發展為目標。從創生的案例中可以發現,結合當地產業及特色文化,以觀光發展的模式,為其方向之一。因此,本研究應用專家決策模式以及地方創生觀點建構觀光發展策略,以文獻蒐集及現地勘查內容建構初始四大構面二十八項準則,進一步以修正式德爾菲法(MDM)、詮釋結構模式法(ISM)及網絡層級分析法(ANP)建立最終專家準則架構、分析相互關係以及計算最終權重,並提出創生型態作為方案進行評選,以利提供執行策略的參考依據。根據ANP求得的方案評比結果,在地方創生觀點下的觀光發展模式,品牌產業型(A4)≻族群特色型(A3)≻空間營造型(A2)≻節慶活動型(A1),品牌產業型可作為優先發展方向,而各方案於各準則表現較佳者,可代表現況發展具有優勢及亮點,將成為未來可發展策略,達到觀光發展永續和創新理念。
Taiwan in 2019 started the first year of regional revitalization, with the aim at improving the loss of rural population, creating employment opportunities, and enhancing local economic development. The many cases of revitalization suggest that the tourism development model, which combines the local industry and special culture, is one of its particular trends. Therefore, this study used expert decision-making models and regional revitalization perspectives to construct tourism development strategies, developed 4 initial major aspects and 28 criteria based on literature collection and on-site survey content, established a framework of final expert criteria with the Modified Delphi Method (MDM), Interpretive Structural Modeling (ISM) and Analytic Network Process (ANP) to analyze the relationship and calculate the final weight, and further proposed the revitalization type as the program for selection in order to provide a reference basis for an execution strategy. According to the results of the program evaluation obtained by ANP, the tourism development model from the perspective of regional revitalization runs as follows: brand industrial type (A4)≻ ethnic group type (A3)≻ space creation type (A2)≻ festival event type (A1). Finally, brand industry type can be used as a priority development direction, and those programs that perform better in various criteria can represent the current development with their advantages and highlights, which will become a future development strategy to achieve the concept of sustainable and innovative tourism development.
