MORE VULNERABLE TO URBAN VIOLENCE: PEOPLE LIVING IN STREET SITUATION

In the current neo capitalism stage, subalternity of public security politics to economy, go from the perverse hypothesis that people living in the street situation live in risk social condition and they are exposed to several types of urban violence. Problematizes about the depoliticized supposedly public services, for the hygienist treatment and criminalization treatment before people living in the streets. Using analytical tools as governmentality, biopolitics and biopower, besides indoctrination contribuitions and empirical aproximation related to the debate about the expansion of urban violence in the big Brazilian cities. Aiming to understand the reason why people living in the street situation, as a vulnerable social group, are also preferential victims of this violence, particularly mentioning the place and the services executed in this context. It is known as strategies in the public security are as manifestation of a neoliberal governmentality motivated by the objective of assuring the economic-financial order, deflagrates spiral control and even individual extintion and groups considered dangerous, unwanted and inadequated. The abuse of the real democracy, result of the flagrant and current fragile rights, without the society succeed, through the state, that this phenomenon capable of malfer the hypo sufficient to be overcomed, that finishes working as the main violence input, in face of people in the street situation, as the market starts to determine, in large scale, a political public security, that subtracts systematicaly rights and fundamental guarantees from this social segment.
