Primena benčmarking koncepta u cilju povećanja efikasnosti javnih preduzeća
Benchmarking concept implementation in order to increase efficiency of public companies
Sažetak
Prema nedavnim procenama Ministarstva finansija Republike Srbije, u javnom sektoru Srbije je zaposleno oko 781.000 ljudi. Visoko učešće ovih preduzeća u BDP-u, društvenom bogatstvu i zaposlenosti negativno utiče na ekonomsku efikasnost, podstiče finansijsku nedisciplinu i korupciju. Prema analizama stručnjaka Svetske banke, ozbiljan program reformi vezan za ova preduzeća doveo bi do fiskalnih ušteda, ali i ukupnog povećanja efikasnosti domaće privrede. Projekat pod nazivom: 'Srbija: Poređenje pokazatelja uspešnosti (benčmarking) komunalnih preduzeća i ocena pouzdanosti podataka za period od 2007-2012. godine', realizovao se u dve faze, 2013. i 2014.godini. Projekat je sprovodila Inter-institucionalna profesionalna mreža u sektoru voda Srbije (IPM), uz podršku Svetske banke i uz učešće Stalne konferencije gradova i opština (SKGO) kao zainteresovane strane.
Abstract
According to recent reports by the Ministry of Finance of the Republic of Serbia, the Serbian public sector employs approximately 781,000 people. The high share of these enterprises in GDP, social wealth and employment has a negative impact on economic efficiency and encourages financial indiscipline and corruption. According to the World Bank expert analysis, a serious reform program related with these companies would lead to fiscal savings and to the overall efficiency increase of the domestic economy. The project titled 'Serbia: Comparison of performance indicators (benchmarking) utility and score reliability data for the period 2007-2012', was carried out in two stages, in 2013 and 2014. The project was implemented by the Inter-institutional professional network in Water Sector of Serbia (IPM), with the support from the World Bank and participation of the Standing Conference of Towns and Municipalities (SCTM) as an interested party.
