РАЗВИТИЕ АГРОЭКОЛОГИИ, ЗЕМЛЕПОЛЬЗОВАНИЯ И ВОДОПОЛЬЗОВАНИЯ РОССИЙСКОЙ ИМПЕРИИ В ЗЕМСКИЙ ПЕРИОД

The article deals with the historical experience of pro-ecological activities in the field of agroecology, land and water use, the zemstvos held in the provinces of the European part of the Russian Empire of the second half of XIX -. At the beginning of the XX century are analyzed form, direction and extent of the effectiveness of this activity. Studied d o-cumentary sources allow you to speak confidently about the relatively high efficiency of the proposed research context. significant practical results have been achieved for the protection of natural sites, through dialogue with the gover n-ment. Environmental activities Zemstvos was based not only on the theoretical development of legal thought, decorated in laws and regulations, but also the experience of many European countries. For environmental activities joined the 
scientific elite of the state, formed associations and organizations in the protection of natural sites of the empire. As a result, this study had the idea of the need to support the Zemstvo in environmental work as the main body of the natio n-al government in the Russian Empire.
