The Issue of Integration of Ukrainian Citizens from Temporarily Occupied Territories in the Context of Implementation of the State Migration Policy of Ukraine

The article deals with the issues of integration of Ukrainian citizens from temporarily occupied territories in the context of implementation of the state migration policy of Ukraine, in particular, full integration into local communities, ensuring equal rights with other citizens of Ukraine in the area of exercise of the right to vote in local elections and elections to the Verkhovna Rada of single-mandate  counties, exercise of the right to social protection.  The legislation regulating this issue is analyzed.  issues of discrimination against internally displaced persons and certain limitations of their rights regarding their voting rights are identified and highlighted.

It is also emphasized that before the local elections in the liberated from occupation and uncontrolled territory, Ukraine must solve a range of security issues, among which it is extremely important to create conditions for preventing the participation in local elections of persons whose activity has already harmed and continues to pose a threat.  national values and vital interests of the Ukrainian people and the state.

According to the analysis, we found that there is a barrier to the participation of internally displaced people in elections to local self-government bodies, which is that they cannot, on the basis of the registration certificate, at their discretion, to change their election address in the State Register of voters  , because the register contains information about the permanent residence of these persons before the forced relocation.

Accordingly, internally displaced persons, citizens of Ukraine, are actually limited in the right to vote at local elections.
