A significant update to PyGSTi. Major updates are:
- optimizes and enhances MPI performance.
- adds Randomized Benchmarking support.
- improves "general" report to include more analysis.
- updates gauge optimization to be more flexible.
- updates the "standard" 2-qubit germs and fiducials.
