THE DETERSIVE EFFECT OF ENVIRONMENTAL INSPECTION IN AMAZONAS: AN ECONOMIC ANALYSIS OF FINES APPLIED BY IBAMA

The objective of this research is to relate environmental protection to the economic scope of inspection, focusing on fires and fines carried out by the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA) in the years 2022 up to 2023, in the State of Amazonas. The methodology used refers to an exploratory-descriptive study, under an interdisciplinary and qualitative-quantitative approach of materials collected through consultation mediated by digital technologies in online platforms of materials and documents, and public information provided by the federal agency, based on Law n. 12.527/2011 (LAI). Document analysis was used to classify the material obtained. The analysis resulted in the formulation of three indexing categories based on public data made available by IBAMA and BDQueimadas of the National Institute for Space Research (INPE), showing the State of Amazonas: 1) environmental fines and values; 2) current phase of environmental fines; and 3) environmental inspection focuses. Interpreted, the coders denoted that, although the fixed amounts of the fines are large, the inspection is not very fragmented, and the administrative procedures are slow. It was concluded, then, that environmental inspection in Amazonas is still dysfunctional when compared to the plurality of environmental laws and technologies available to monitor geographic spaces and mediate current socio-environmental problems.
