HISTÓRICO DA IMPLEMENTAÇÃO DO SISTEMA ÚNICO DE SAÚDE NO BRASIL COMO DIREITO FUNDAMENTAL

Resumo – Este trabalho trata da implementação do Sistema Único de Saúde (SUS) no Brasil como um direito fundamental à saúde. Ele começa com uma análise da evolução histórica dos direitos humanos e sua relação com o direito à saúde, além de abordar aspectos da seguridade social. O estudo inclui uma análise legal dos princípios, competências, objetivos e atribuições do SUS, bem como sua estrutura, incluindo os subsistemas e redes de atendimento. O método utilizado é dedutivo, com base em pesquisas, fundamentação teórica e análise de referências bibliográficas, dissertações, doutrinas e legislações relevantes. O trabalho avalia a eficácia dos serviços prestados pelo SUS como meio de garantir o direito humano à saúde no Brasil, considerando sua amplitude nacional. Ele contextualiza o tema por meio de uma revisão bibliográfica que destaca eventos importantes na história que moldaram o SUS até sua situação atual. Também descreve programas desenvolvidos pela rede pública de saúde, explicando como funcionam e por que são cruciais para o sucesso do SUS. O SUS é apresentado como um sistema que busca não apenas tratar doenças, mas também oferecer um atendimento humanizado e abrangente, levando em consideração o contexto social dos indivíduos atendidos.

Abstract – This work deals with the implementation of the Unified Health System (SUS) in Brazil as a fundamental right to health. It begins with an analysis of the historical evolution of human rights and their relationship with the right to health, in addition to addressing aspects of social security. The study includes a legal analysis of the principles, competencies, objectives and responsibilities of the SUS, as well as its structure, including subsystems and service networks. The method used is deductive, based on research, theoretical foundations and analysis of bibliographic references, dissertations, doctrines and relevant legislation. The work evaluates the effectiveness of the services provided by the SUS as a means of guaranteeing the human right to health in Brazil, considering its national scope. It contextualizes the topic through a bibliographical review that highlights important events in history that shaped the SUS to its current situation. It also describes programs developed by the public health network, explaining how they work and why they are crucial to the success of the SUS. The SUS is presented as a system that seeks not only to treat diseases, but also to offer humanized and comprehensive care, taking into account the social context of the individuals served.
