Egyetemek gazdaságfejlesztési hatásainak mérése - The Measuring of the Economic Impact of Universities

Napjaink globalizált világában felértékelődött a tudás szerepe. Ebben a tudásalapú, és mindinkább tanulásalapú gazdaságban és társadalomban az egyetemek is egyre inkább fókuszba kerülnek, hiszen ezek azok az intézmények, ahol alapvetően tudás létrehozása és disszeminációja történik. Az elmúlt évtizedekben egyre nagyobb érdeklődés mutatkozik annak vizsgálata iránt, hogy az egyetemek milyen mérhető hatást gyakorolnak a helyi gazdaságra.

Jelen dolgozat célja, hogy megvizsgálja, milyen módszertani lehetőségek érhetőek el napjainkban a modern egyetemek helyi gazdaságra gyakorolt hatásának mérésére, és hogyan alkalmazható ez az általunk vizsgált intézményre.

E kérdés megválaszolásához három fő fejezeten át vezet az út. A témához szorosan kapcsolódó szakirodalom bemutatása után feltárjuk, hogy a nemzetközi és hazai benchmark példákban milyen módszerek ismeretesek a felsőoktatási intézmények helyi gazdasági hatásának mérésére. Az elemzés során elsősorban arra koncentráltunk, hogy milyen adatokra támaszkodnak a szerzők, honnan szerzik be a szükséges információkat, valamint hogy milyen multiplikátor értéket használnak számításuk során. Ezen információkat alapul véve létrehoztunk egy keretrendszert, ezzel hozzájárulva a módszertanfejlesztési blokkhoz. Ezeket a tapasztalatokat felhasználva végül egy általunk választott hazai felsőoktatási intézmény helyi gazdaságra gyakorolt hatását számszerűsítettük. A szükséges adatokat egyrészt a szóban forgó intézmény stratégiai dokumentumaiból, másrészt pedig egy komoly kutatói munkát igénybe vevő primer kérdőíves kutatásból nyertük.

Az eredmények ismertetése mellett számos mérési korlátot is azonosítottunk a hatásvizsgálatok kapcsán. Kitekintést végeztünk, hogy milyen egyéb megoldásokra lenne lehetőség a gazdasági hatások vizsgálatánál. Ezt követően körvonalaztuk, hogy jelen hatásvizsgálat milyen gyakorlati hasznokkal rendelkezik az érintettek számára. Kutatásunk lényegi hozzáadott értéke egy egyetem-orientált hatásvizsgálati keretrendszer létrehozása, mely egy modellben szintetizálja egy ilyen típusú hatástanulmány követelményeit és folyamatát.

In our globalized world, the role of knowledge is appraised. In this knowledge and learning-based economy and society, the universities gain even more focus, as these are the institutions where the creation and dissemination of knowledge is done. In the past decades there is an increasing interest in the quantifying of the measurable local economic impact of universities.

The purpose of this study is to analyse, what methodological opportunities are available nowadays regarding the measuring of the local economic impact of universities and how these methodologies can be applied regarding the institution of our choice.

To answer this question, our train of thought leads through three main chapters. After the processing and introduction of related literature, we reveal the methodology of international and national benchmarks that concentrate on the measuring of the local economic impact of higher education institutions. During this we concentrate mainly on the utilized databases, the source of information and the value of the applied multipliers. Based on this, we create a framework, thus contributing to the development of methodology. In the end we quantified the local economic impact of a national higher education institution. The necessary data was collected by processing the strategic documents of the chosen higher education institution and by analyzing the results of a relevant primary research based on a questionnaire.

Besides the publication of the results, we identified several limits regarding the measuring process in connection with impact studies. We collect what kind of solutions can come into question regarding these studies. After this we outline the benefits of this study regarding potential stakeholders. The main contribution of our research is the creation of a university-oriented framework that synthesizes the main requirements and procedures of local economic impact studies.
