메신저피싱은 각종 스마트폰 메신저를 이용하여 가족 등 지인을 사칭한 후 금원을 편취하는 범죄로, 최근 수년 간 가장 급증한 사이버금융범죄의 한 유형이다. 금융감독원 통계에 따르면, 2021년 상반기 메신저피싱 범죄에 따른 총 피해 금액이 보이스피싱 범죄의 피해 규모를 넘어서는 등 심각한 사회문제로 대두되고 있다. 이 연구는, 먼저 경기도지역 경찰관서에 2019년부터 2021년까지 접수된 120건의 실제 메신저피싱 피해 사례를 수집하여 메신저피싱의 실태와 동향을 드러내고자 하였고, 분석에 따르면 메신저피싱 범죄조직이 편취수단을 진화시켜 원격제어 앱, 오픈뱅킹 서비스, 비대면 대출 서비스 등의 취약점을 악용함에 따라 사건 1건당 피해금액이 점점 증가하고 있는 것으로 나타났다. 또한 메신저피싱 범죄를 수사한 현장 수사관 및 사이버범죄 관련 시책 운영을 담당한 경찰관과의 인터뷰를 통해 현행 대응체계의 문제점을 범주화하고자 하였다. 필자들은 위와 같은 연구 내용을 종합하여 메신저피싱 범죄에 효과적으로 대응할 수 있는 방안들을 제안하였다.

In recent years, the mobile phishing so-called “Messenger Phishing” is extremely increasing in South Korea. In this scheme, the fraudster, claiming to be a family member or a friend in trouble on the smartphone’s messaging platform like SMS, Kakaotalk Messenger and other messaging apps, asks for money etc. In the first half of 2021, according to the statistics of phishing in South Korea (Financial Supervisory Service 2021), the messenger phishing cost victims more than 46 billion KRW, surpassing losses from the voice phishing.
In this study, we randomly collected 120 investigation cases into messenger phishing attack from 2019 to 2021, and tried to analyze techniques used by criminals to acquire the target’s money. The analysis shows that messenger phishing scammers has evolved a method of stealing money by tricking victims into installing a software which allows scammers to remotely access the victims’ mobile banking apps. Moreover, the amount of money lost per case is growing as criminals transfer money from victims" all accounts held with other financial institutions through Open Banking, a new financial service, and take out a loan or buy cell phone SIM cards through non-face-to-face customer identification.
Futher, we tried to categorize the problems of the current response system through interviews with investigators and police officers. And we suggested ways to effectively respond to messenger phishing crimes.
