ABSTRACT
In the previous chapter, the basic influences on current need were seen to be the changes in hospital policy, and the growth of housing and domiciliary services, both of which led to greater demand for residential accommodation from the very frail and the very old. Because of these changes in policy welfare officials found it difficult to measure current need, and were therefore even more sceptical about attempts to gauge future need.
