ABSTRACT

The present chapter reviews the industrial policies applied by the Russian government in the automotive sector and analyses them in the context of international trade rules. It does so by providing the background of the economic conditions prevailing in the sector on the brink of the century, discussing the rationale behind the policy measures, and assessing the consistency of import substitution and export-oriented industrialization measures with the WTO rules. The chapter evaluates the eventual effects of the applied strategies and suggests ways forward for government regulation in the sector.
